I.RIBBON BARS - CONSTRUCTION
  • Nylon and Dacron composition "campaign" ribbon material
  • As seen form top view, the frame shall be rectangular, one piece, etched yellow, and measure approximately 1 7/16 inches in length by 7/16 inch high. The frame will have a rectangular "window" which measures 1 1/4 inches by 1/4 inch. The frame shall have four sides at 90 degrees to the frame face and measure approximately 1/16 inch in width. Integrated as part of the one-piece frame with formed sides are four fold tabs equally spaced on the long side of the frame (two per side). These tabs when folded shall fasten the frame to the u-channel ribbon assembly.
  • Typical u-channel component with ribbon fastened to and wrapped around the channel. Top view assembly dimensions are to be approximately 1 3/8 inches in length and 3/8 inch wide.
  • Typical pin and clutch back fastener on a bar which slips into a u-channel component.
II.RIBBON BARS - ATTACHMENTS
    • 1.Design: The star attachment will be a five-pointed star with sharp ridges and points. The star will measure approximately 3/16 inch in diameter and will have two pliable piercing pins, each measuring approximately ¼ inch long.
    • 2.Material: Metal, various alloys.
    • 3.The Department authorizes the use of award attachment stars in three colors, unless otherwise stated in a Department directive. Colors:
      • a.Dark blue enamel- to be worn on ribbon bars for one
        through four receptions of the same award.
      • b.Silver- to be worn on ribbon bars for the fifth
        reception of the same award in lieu of the four blue
        enameled stars.
      • c.Gold- to be worn on ribbon bars for the fifteenth
        reception of the same award in lieu of the silver and
        blue enameled stars.
    • 1.Design: The oak leaf attachment will be a two-dimensional, custom-cast design. The oak leaf will measure approximately 5/16 inch in length by 1/8 inch in width and will have two pliable piercing pins, each measuring approximately ¼ inch long.
    • 2.Material: Metal, various alloys.
      • a.Antique cast bronze to be worn on Honorable Mention Award bar for 90-149 Honorable Mentions.
      • b.Bright silver to be worn on Honorable Mention Award bar for 150 and more Honorable Mentions.
      NOTE:
      The bronze or silver oak leaf will be attached to the ribbon bar prior to shipment to the Chicago Police Department.
III.RIBBON BARS – INDIVIDUAL AWARDS
  • Color: dark blue and gold. Centered will be a dark blue stripe measuring approximately 5/8 inch wide. There shall be a gold stripe measuring approximately 3/8 inch wide on either side.
  • B.Superintendent’s Award of Valor
    Color: red and white. Centered will be a white stripe measuring approximately 7/16 inch wide. There shall be a red strip measuring approximately 7/16 inch wide on either side.
  • C.Superintendent’s Award of Merit
    Color: dark blue and white. Centered will be a white stripe measuring approximately 7/16 inch wide. There shall be a dark blue strip measuring approximately 7/16 inch wide on either side.
  • Color: light blue and white. Centered will be a white stripe measuring approximately 5/8 inch wide. There shall be a light blue strip measuring approximately 3/8 inch wide on either side.
  • Color: light blue and white. Centered shall be a 1/8 inch wide vertical white stripe. On each side of the white stripe shall be shall be a 9/16 inch light blue stripe. On each end shall be a 1/16 inch white stripe. This ribbon is similar in size and design to the Korean Service Medal.
  • F.Superintendent's Award of Tactical Excellence
    Color: dark blue and white. Centered shall be a 3/16 inch wide vertical white stripe. On each side of the white stripe shall be shall four alternating 1/8 inch dark blue and 3/16 inch white stripes. This ribbon is Blackinton Model RC-33.
  • G.Thomas E. Wortham IV Military and Community Service Award
    Color: Centered will be a 1/4 inch wide vertical black stripe. The right side (wearer's) will be medium green. The left side (wearer's) will be bluebird blue.
  • H.Arnold Mireles Special Partnership
    Color: Centered shall be a 3/16 inch wide vertical white stripe. On each side of the white stripe shall be a 1/16 inch wide vertical dark blue stripe followed by a 1/16 inch wide vertical red stripe. On each end shall be a 5/16 inch wide vertical light blue stripe. This ribbon is similar in size and design to the U.S. Air Force Outstanding Airman of the Year ribbon.
  • I.William Powers Leadership Award
    Color: Centered shall be a 3/16 inch wide vertical yellow stripe. On each side of the yellow stripe shall be a 3/16 inch wide vertical dark blue stripe. On each end shall be a 7/16 inch wide vertical white stripe. This ribbon is similar in size and design to the U.S. Air Force Outstanding Airman of the Year ribbon.
  • J.Annual Bureau Award of Recognition
    Color: Centered shall be a 1/8 inch wide vertical red stripe. On each side of the red stripe shall be a 1/8 inch wide vertical white stripe. On each end shall be 1/2 inch wide vertical dark blue stripe.
  • Color: Centered shall be a 3/16 inch wide vertical royal blue stripe. On each side of the royal blue stripe shall be a 1/16 inch wide vertical light gold stripe followed by a 1/32 inch wide vertical royal blue stripe. On each end shall be a 5/16 inch wide vertical light gold stripe followed by a 1/16 inch wide vertical royal blue stripe. This ribbon is similar in size and design to the U.S. Air Force Commendation Medal ribbon.
  • Color: dark green.
  • M.Police Officer of the Month
    Color: yellow/gold.
  • N.Chicago Police Leadership
    Color: white, yellow, and blue. Centered will be a 1/2 inch vertical white stripe. On each side of the white stripe shall be a 1/16 inch wide vertical yellow stripe. On each side of the yellow stripe shall be a 1/4 inch wide vertical dark blue stripe. On each side of the dark blue stripe shall be a 1/8 inch wide vertical yellow stripe. This ribbon is similar in size and design to the U.S. Air Force Distinguished Service Medal ribbon.
  • O.Department Commendation
    Color: dark blue. This ribbon is similar in size and design to the U.S. Army Presidential Unit Citation ribbon.
  • Color: red, white, and blue. Centered will be a 1/16 inch horizontal red stripe. On each side of the red stripe shall be a 1/32 inch wide horizontal white stripe. On each end shall be a 1/16 inch wide horizontal blue stripe. This ribbon is similar in size and design to the U.S. Reserve Component Overseas Training Award Ribbon.
  • Color: red with a 1/4 inch wide vertical light blue stripe positioned approximately 1/8 inch from each end. Centered within the light blue stripe will be one dark blue vertical stripe approximately 1/16 inch wide. This ribbon is similar in size and design to the U.S. Air Force Combat Readiness ribbon.
  • Color: Centered will be a 3/8 inch wide vertical white stripe. On each side of the white stripe will be a 1/8 inch wide vertical olive green stripe. On each end will be a 3/8 inch wide vertical orange stripe. This ribbon is similar in size and design to the Multinational Forces and Observers Medal ribbon.
  • Color: light blue. Centered will be a navy blue stripe measuring approximately 1/4 inch wide. There will be a yellow stripe 1/8 inch wide on either side. This ribbon is similar in size and design to the U.S. Navy Reserve Sea Service Ribbons.
  • Color: scarlet red.
  • U.Traffic Stop of the Month
    Color: red, dark blue, white, and yellow. Centered will be a red stripe measuring approximately 3/8 inch wide. There will be two 1/16 inch wide vertical white stripes on both sides of the center stripe. There will be two 1/8 inch wide vertical dark blue stripes on both sides of the white stripes. A 1/4 inch yellow stripe will border each edge. This ribbon is similar in size and design to the U.S. Army Reserve Components Achievement Medal ribbon.
  • Color: green, light blue, and yellow. Centered will be a green stripe approximately 3/4 inch wide. There will be two 1/16 inch wide yellow stripes on each side of the center stripe. A 1/4 inch light blue stripe will border each edge. This ribbon is similar in size and design to the U.S. Air Force Small Arms Expert Marksmanship ribbon.
  • Color: blue and light blue. Centered will be a blue stripe measuring 3/8 inch wide. There will be four alternating 1/8 inch wide stripes of light blue and blue on both sides of the center stripe. This ribbon is similar in size and design to the U.S. Air Force Longevity ribbon.
  • Color: light blue with a 1/16 inch wide vertical white stripe positioned approximately 1/4 inch from each end. This ribbon is similar in size and design to the United Nations Medal ribbon.
  • Y.Deployment Operations Center
    Color: green, gold, and dark navy. Centered will be a dark navy stripe measuring approximately 1/4 inch wide. There will be gold stripes 1/16 inch wide on both sides of the center stripe. There will be green stripes 3/16 inch wide on both sides of the gold stripes. There will be a 1/8 inch gold stripe on both ends of the green stripe. A 1/8 inch green stripe will border each edge. This ribbon is similar in size and design to the NCO Professional Development ribbon.
  • Color: dark blue, red, and white. Centered will be a 7/8 inch wide vertical dark blue stripe. On each side of the dark blue stripe will be a 3/32 inch wide vertical red stripe. On each side of the red stripe will be a 3/32 inch wide vertical white stripe. On both ends will be a 1/32 inch wide vertical red stripe. Affixed to the center of the ribbon is a folded flag pin. This pin measures 49/200 inch tall, 17/50 inch wide, and 11/200 inch thick. This pin is dark blue in color, surrounded with a gold color border, and features four white stars. The pin has one star positioned at the top and three additional stars positioned across the lower border. This ribbon is similar in size and design to the New Jersey National Guard Honor Guard ribbon.
  • Color: green and white. Centered will be five 1/16 inch vertical white stripes. Each white stripe shall have a 5/16 inch separation. On each end shall be a 5/16 inch wide vertical white stripe. This ribbon is similar in size and design to the U.S. Army Commendation Award Ribbon.
  • Color: black, dark blue, light blue, and white. Centered will be a narrow black vertical stripe. Moving outward this stripe will fade into dark blue and then into white before fading back into light blue and again fading to light blue. This ribbon is similar in size and design to the U.S. Navy Arctic Service ribbon.
  • Color: green and white. Centered will be a vertical white stripe measuring approximately 1/8 inch wide. There will be two 5/8 inch wide vertical green stripes on both sides of the center stripe. There will be a 3/16 inch wide vertical white stripe on the outside of each green stripe. A 1/8 inch green stripe will border each edge. This ribbon is similar in size and design to the U.S. Coast Guard Commendation Medal ribbon.
  • Color: dark blue, white, silver, and gold. Centered will be a 3/4 inch vertical dark blue stripe. On each side of the dark blue stripe will be a 1/16 inch wide vertical white. On the outside of each white stripe will be a 1/16 inch wide vertical silver stripe. On the outside of each silver stripe will be a 1/16 inch wide vertical white stripe. On the outside of each white stripe will be a 1/16 inch wide vertical gold stripe. On the outside of each gold stripe will be a 1/16 inch wide vertical white stripe. This ribbon is similar in size and design to the NATO Meritorious Service Medal ribbon.
  • AE.Presidential Election Deployment
    Color: red, white, and blue. Centered will be a 1/8 inch vertical red stripe. On each side of the blue stripe shall be a 1/16 inch wide vertical white stripe. On each side of the white stripe shall be a 3/8 inch wide vertical dark blue stripe. On each side of the dark blue stripe shall be a 1/16 inch wide vertical white stripe. On each end shall be a 1/8 inch wide vertical red stripe. This ribbon is similar in size and design to the U.S. Air Force Outstanding Unit Award Ribbon.
  • AF.Democratic Convention Service
    Color: red,white, and blue. This ribbon will resemble the flag of the United States of America.
  • AG.Recognition/Outside Agency
    Color: Centered will be a 1/8 inch wide vertical dark blue stripe. On each side of the dark blue stripe will be a 1/16 inch wide vertical white stripe. On each side of the white stripe will be a 3/8 inch wide vertical red stripe. On each side of the red stripe will be a 1/16 inch wide vertical white stripe. On each end will be a 1/8 inch wide vertical dark blue stripe. This ribbon is similar in size and design to the U.S. Air Force Organizational Excellence ribbon.
Completed samples will be submitted to the Chicago Police Department, Research and Development Division, 3510 South Michigan Avenue., Chicago, Illinois 60653, for instructions before a purchase can be issued.

1. Name of Regulations

These Regulations are the National Police Service Medal Regulations 2010.

2. Definitions

In these Regulations, unless the contrary intention appears:

Australian police force means the following:

(a) a police force or service of a State or Territory;

(b) the Australian Federal Police (within the meaning of Part 2 of the Australian Federal Police Act 1979).

Commissioner, of an Australian police force, means a person holding, occupying or performing the duties of the office of the head of that force.

Medal means the National Police Service Medal instituted under the Letters Patent establishing these Regulations.

member, of an Australian police force, means a sworn police officer of that force.

Minister means the Minister of State administering the Australian Federal Police Act 1979, or a Minister acting for and on behalf of that Minister.

Registrar means the Registrar mentioned in regulation 10.

State has the meaning given by paragraph 17 ( o) of the Acts lnterpretation Act 1901.

Territory has the meaning given by paragraph 17 (p) of the Acts lnterpretation Act 1901.

3. Award of Medal

(1) The Medal may be awarded to a person who:

(a) is or was a member of an Australian police force on or after 30 October 2008; and

(b) the Commissioner making the recommendation for the award is satisfied has given ethical and diligent service in 1 or more Australian police forces; and

(c) has given service as a member of 1 or more Australian police forces, whether on a full-time or part-time basis:

(i) for a period of service of at least 15 years; or

(ii) for periods of service totalling at least 15 years.

(2) A person is taken to meet the condition in paragraph ( 1) ( c) if:

(a) the person died while a member of an Australian police force; and

(b) in the opinion of the Commissioner of the force, the person died as a result of service in 1 or more Australian police forces.

(3) A person is taken to meet the condition in paragraph(!) (c) if:

(a) the person has been a member of an Australian police force; and

(b) in the opinion of the Commissioner of the force of which the person was last a member, the person could not continue to serve because of an injury or disability that the person sustained as a result of service in 1 or more Australian police forces.

(4) The other conditions for the award of the Medal are as determined by the Governor-General on the advice of the Prime Minister.

(5) The Prime Minister must consult the Minister before advising the GovernorGeneral for the purposes ofsubregulation (4).

4. Award of Medal has no effect on entitlement to other awards

The award of the Medal does not affect the entitlement of a person to any other award.

5. Making of Awards

(1) An award of the Medal may be made only by the Governor-General on the recommendation of the Commissioner of the Australian police force of which the person is, or was last, a member.

(2) The Commissioner must not make a recommendation under subrcgulation (1) unless the Commissioner is satisfied that all of the person's service in an Australian police force was ethical and diligent.

(3) An award of the Medal may be made posthumously.

6. Cancellation of award

(1) The Governor-General may cancel an award of the Medal to a person on the recommendation of the Commissioner of the Australian police force of which the person is, or was last, a member.

(2) The Commissioner may make a recommendation under subregulation (1) if, in the Commissioner's opinion, some or all service by the person as a member of an Australian police force was not ethical and diligent.

(3) The Commissioner may make a recommendation under subregulation (1) if:

(a) the award of the Medal was made in reliance on subregulation 3 (3); and

(b) the person awarded the Medal has become a member of an Australian police force.

(4) Subregulations (2) and (3) do not limit the grounds on which the Commissioner may make a recommendation under subregulation (1).

(5) If an award of the Medal is cancelled, the person holding the Medal must return it to the Registrar.

7. Reinstatement of award

(1) The Governor-General may, on the recommendation of the Commissioner of the Australian police force whose Commissioner recommended the cancellation of the award of the Medal, reinstate an award of the Medal.

(2) If an award of the Medal is reinstated, the Registrar must reissue the Medal to the person to whom it was awarded.

8. Design of Medal

The design of the Medal is the design detennined by the Governor-General.

9. Wearing of Medal

The manner of wearing the Medal is as determined by the Governor-General.

10. Registrar of Awards

(1) The Governor-General must appoint a Registrar of Awards.

(2) The Registrar must:

(a) maintain a Register of the names of persons to whom the Medal has been awarded; and

(b) note the following in the Register:

(i) the cancellation of an award of the Medal;

(ii) the reinstatement of an award of the Medal; and

(c) keep such other records relating to the Medal as determined by the Governor-General.

11. Delegations

(1) The Commissioner of an Australian police force may, in writing, delegate the power to make a recommendation for an award of the Medal to a person from time to time holding an office that is:

(a) an office in the force; and

(b) specified in the instrument of delegation.

(2) The Commissioner of an Australian police force for which a delegation has been made under subregulation (1) may, in writing, revoke the delegation.

(3) In this regulation:

holding an office includes:

(a) occupying that office; or

(b) performing the duties of that office.
